Perry M. Finkelman, CPM, RAM is Founder and Managing Director of the Willoughby Operating Company, LLC, He has 35 years’ experience as a leader in real estate management, marketing, finance, investment and development. Mr. Finkelman has created over 4,000 apartments, and has successfully built and managed office, industrial and retail projects throughout the New York Metropolitan region.

Mr. Milstein has designed and developed over 200 parking garages. He has also personally been involved in the creation of government code for Miami, NYC, Chicago, Jersey City and instrumental in the development of the zoning and building codes, and government interactions and approval of these automated parking products nationwide.
